At the second or subsequent session of a Congress, legislative business of the Senate which has remained indefinite at the end of the preceding session of that Congress shall be resumed and continued in the same manner as if no adjournment of the Senate had taken place. Most measures are adopted either on request from the timetable or unanimously.
