Some States, mainly those with an international border, issue extended driver`s licenses and enhanced identity cards. Extended licences combine a regular driver`s licence with the specifications of the new federal passport card. Thus, in addition to providing driving privileges, the extended driver`s license is also proof of U.S. citizenship and can therefore be used to cross the Canadian and Mexican borders by road, rail or sea, although air travel still requires a traditional passport booklet. [143] Extended licenses are also fully Real ID compliant. On March 27, 2008, the Secretary of Homeland Security announced that Washington`s enhanced driver`s license[144] was the first to be approved under the Western Hemisphere Travel Initiative. According to a news release from the Department of Homeland Security, the department is working with Arizona authorities to develop improved driver`s licenses. On September 16, 2008, New York began issuing enhanced driver`s licences that meet WHTI requirements. Texas was supposed to implement an improved driver`s license program, but the program was blocked by Texas Governor Rick Perry despite a state law allowing the Texas Department of Public Safety to issue EDLs and a ruling by Attorney General Greg Abbott that Texas production of EDLs would meet federal requirements. In addition, these drivers are not allowed to carry more than 2 passengers under the age of 21. ↩ Some states (such as New York and Nevada with approval) allow drivers with a Class C or C CDL to tow vehicles over 10,000 pounds (4,536 kilograms) as long as the total weight of the combined vehicles does not exceed 26,000 pounds (11,794 kilograms).
If this is the case, a Class A CDL is required. In other states, drivers with Class B or C CDL are only allowed to tow vehicles with a total vehicle weight of 10,000 pounds (4,536 kilograms) or less. These programs include restrictions on newly licensed drivers, such as a passenger limit or curfew. A Commercial Driver`s Licence (CDL) is required to operate large and heavy vehicles in trade, which includes tractors, buses and trucks with a gross weight of 26,001 pounds (11,794 kilograms) or more. A CDL is required for any vehicle, regardless of size, used to carry at least 16 passengers (including the driver) or to transport hazardous materials requiring signage. The minimum age for a commercial driver`s license is usually 18, while the minimum age in Hawaii is 21. However, people under the age of 21 throughout the country are prohibited from working in interstate commerce or transporting hazardous materials. An unrestricted driver`s license is a prerequisite in all federal states before a commercial driver`s license can be issued. [9] [10] A full driving course is not required in New York State, although licence applicants who do not have a driver`s certificate must complete a five-hour course prior to licensing. For 17-year-olds, a junior driver`s license will be converted to a full standard driver`s license if the driver presents a driving education certificate and a certified completion of 50 hours of driving plus 15 hours in moderate to heavy traffic. [30] [31] [32] [33] Note: In order to obtain a difficulty license for a minor, a school apprenticeship permit and a school permit are issued in Nebraska. A minor who is at least 14 years old must have a school apprenticeship permit for at least 2 months before obtaining a school permit. A school permit is issued to minors who have reached the minimum age of 14 years and 2 months, live at least one and a half kilometers or more from school, reside outside a city of 5,000 inhabitants or more, or attend a school outside a city of 5,000 inhabitants or more. The school permit must be used to transport the minor or a family member living with him to participate in school, extracurricular or school activities at school, and the minor is allowed to drive under the personal supervision of a licensed driver who is at least 21 years old. If a minor has not completed a DMV-approved road safety course, they must provide 50 hours of driving time with a parent, guardian, or licensed driver 21 years of age or older. [84] In some states, all newly registered adult drivers may be on probation for a period of time (usually between six months and two years), during which time traffic violations result in harsher penalties or mandatory suspensions that would not apply to experienced drivers. For example, many states have introduced specific restrictions on mobile phones for young drivers. Special Limited Licence applicants must be accompanied by a parent or guardian during the application process to sign the Special Restricted Licence application. Footnote 19 In Iowa, drivers who train graduates who have held a teaching license for at least 6 months and are at least 14 and 6 months old can apply for a school driver`s license that allows unsupervised driving between 5 a.m. and 10 p.m. The school permit limits drivers to direct routes to and from the school for school-sponsored classes or activities, other schools that host activities, school bus stops and gas stations.
Minor school licence holders may not use electronic communication or electronic entertainment devices (other than fixed devices), carry more than one unrelated passenger, or travel to another school district without an extracurricular agreement.
